Halp
I get how "Fifteen minutes each" works, and my theory is that this has a 9 letter answer with some laxer constraint on how letters are made, but I don't really get it.

Another possibility is the answer has the same # of letters as "Fifteen minutes each" did, and the numbers represent a sequence of transformations to reduce this to another example of the prior puzzle.
Beyond that, I still don't grasp the meaning of the title at all (considering the hint that it's supposed to be meaningful).

Well, I solved it based on a high-level theory and grep, after greatly reducing the count of different letters I thought could possibly exist. Still don't particularly know how it worked though.
