You have tried doing the right thing, but don't forget the title while you're doing it.

I have tried doing it in blocks of 4 and done it in blocks of 4 by number (using the numbers in the middle) and still no joy :-(

Sadly I got this with a guess so I can't help with the methodology, but there are a limited number of options so it is guessable.

I've sent you a PM.

It isn't useful to ask whether you're making letters or numbers. It'll be clear what you've made once you've solved it, although it might not be entirely obvious before then.

For some puzzles, the title is whimsical but irrelevant; for others it tells you how to solve the puzzle. Half the puzzle is decoding the title.

I've just gone back and solved this one properly and kicked myself for not following my instincts in the first place!
Use all of the information in the picture and the title - it tells you exactly what to do.
Some kind of image manipulation software is helpful. Paint.net is a free download and work perfectly for puzzles like this. I'm sure any would work though.

I have come to the conclusion I must be incredibly dense. I still have no idea what the numbers between the circles mean and whatever I try I can't find anything that makes sense.

I believe I need to rotate the circles to form a meaningful pattern of lines. I think I have to do that in a 2x2 grid pattern.

I think the 15 minutes reference refers to either all the circles or just one circle in the 2x2 grid depending on how one reads the title to the puzzle, but still can't make a meaningful pattern using either interpretation.

I think knowing the meaning of the numbers is key to the correct answer and also knowing if there are 4 2x2 grids or 7 2x2 grids that are relevant ( using the middle two circles to make the 3 extra grids).

Maybe I am overthinking the problem but am definitely getting nowhere fast
